At the beginning, she would put her finger on the screen for too long but quickly learned how to appropriately touch the screen and manipulate things on the screen. Both can easily navigate around it as well as I can. They use the drawing programs, the interactive books such as Miss Spider, Snail Mail, and right now they are crazy about Real Racing HD. Even my 3 year old can navigate through all the menus to start a race, change the picture skinned on the car, or switch tracks or cars. In fact it was he who bought the racing game when I left my iTunes account unlocked on the table whiel installing updates... My 3 and 6 year olds have been using my iPhones (and now iPad) for the last 2 years. Both can easily navigate around it as well as I can.
